Enforcement Officer

The Highways & Transport service is responsible for ensuring the effective management, maintenance and improvement of all highway and transport assets. The highway is the most valuable asset managed by Surrey County Council with a replacement value of approximately £7.5bn and is critical to the economic growth of the County. It is regarded by Members and residents as one of the most important services provided by the Council. As such, the service manages significant financial, health and safety, and reputational risks.

The service operates in an environment with significant political engagement, and has daily contact with MPs, Cabinet Members, backbench Members and committees. The post holder will have excellent people management skills and an understanding of highway maintenance and basic law. In consultation with legal services, they and their team are required to be the lead for highway enforcement to both protect the asset and enable its use as intended. This may include attendance at court.

For general maintenance works the team will need a pro-active and flexible approach, seeking to find practical solutions. They will undertake works and manage resources commissioned by their team and on behalf of others. Working with a range of contractors they will help to ensure value for money and a quality service for our residents. They will communicate with customers and promote the work of Highways & Transport and enhance the public appreciation of the statutory framework, financial constraints, and engineering standards within which it operates.

The post holder will need to work closely with teams across the service to ensure we offer a comprehensive and efficient service. Knowledge of site safety procedures and temporary traffic management practices is essential as the role involves site visits as well as office-based work.

The post holder is required to provide clear professional advice to ensure that Members are well informed and must be able to advise on priorities within County Guidelines, both in writing and face to face. Managing customer expectations is a major part of the role as the wishes of the public frequently far outweigh SCC resources. It is therefore essential that the post holder is able to maintain a calm professional demeanour as highway issues and especially enforcement often become emotive.

You will be responsible for managing your own workload, ensuring customer response times are met. Work will include a mixture of office work and visits to sites and customers throughout the year.

We are looking for highly motivated individuals who can make a valuable contribution towards maintaining and protecting the highway network. You will require strong customer service, communication, organisational, and IT skills. You will have achieved a good standard of Secondary Education and obtained an appropriate technical qualification at Degree, HND or HNC level or be able to demonstrate an equivalent level of experience in a Highway maintenance/enforcement based role.

To manage this key area of work, we are looking for someone who is confident to work on their own or as part of a larger team. To be shortlisted for interview your application and personal statement will clearly evidence:

  • Sound understanding of subject matter, legislation, principles and practices relevant to the technical area
  • Ability to apply project management principles and techniques to manage a range of projects through to completion
  • Practical or professional experience and understanding of a specialist area or supporting service teams and/or providing support to the public
  • Ability to work on own initiative, with solution focused problem solving skills
  • Proven written and oral communication skills with the ability to engage and work in collaboration with others 
  • Comprehensive knowledge of computerised business systems.

This position is countywide although your contracted work base will be the Merrow Complex. There will be opportunity to work from one of the more local offices and/or remotely to aid with your efficiency in this role.

Due to the nature of the role, a full driving licence is essential. You will need to provide your own vehicle for business use and have the relevant insurance. You will be able to claim for mileage incurred.
