The NYC Public Engagement Unit (PEU) identifies and executes proactive strategies to connect more New Yorkers to key city services. Relying heavily on data analytics, new technologies, and large-scale outreach tactics, the unit identifies New Yorkers in need of assistance and helps them navigate and obtain city services.

The Public Engagement Unit consists of teams of specialists who are trained to effectively engage New Yorkers and connect them with vital resources. The Unit uses data to identify demographics that likely want or need city services; and works with partner agencies, elected officials, community groups, non-profit organizations, and service providers to engage directly with communities and subject matter experts in all five boroughs. The unit is frequently involved in citywide events, special projects in conjunction with multiple city agencies, and targeted days of action.

The Public Engagement Unit is recruiting one (1) Policy and Research Analyst for the Home support Unit. The Home Support Unit partners with DHS and community-based organizations to identify and facilitate the rental of affordable, long-term housing to New Yorkers who are transitioning out of shelter and receive rental subsidies. The Policy Analyst will inform key decisions related to the direction of the initiative, make recommendations, and work constructively with partnering City agencies.

Successful candidates should be highly ambitious in his/her pursuit of growth and achieving excellence, have at least one year of community, health education or other experience, and excellent communications and outreach skills. Candidates should have demonstrated ability to closely track metrics and outcomes, be detail-oriented and organized and have the ability to multi-task.

Responsibilities will include but are not limited to:

  • Contribute to strategic work plans for new projects or existing initiatives within PEU, particularly

those focused on homelessness reduction and prevention.

  • Draft training and informational/communications materials; edit, fact-check and update existing

materials.

  • Maintain relationships with key partners/staff at City agencies dealing with housing, homelessness

and social services.

  • Represent PEU at interagency policy and planning meetings. Communicate and present effectively

about PEU’s function, role and impact (quantitative and qualitative) at such meetings, as needed.

  • Proactively ensure staff are informed of policy issues relevant to their work; gather input on what kind

of information or training would improve their effectiveness.

  • Organize and/or help facilitate trainings/Q&A sessions for PEU staff as needed.
  • Research technical/policy questions as they arise.
  • Assist in analyzing data from the field; use data findings to propose adjustments to workflow,

messaging strategy, etc.

  • Support and identify opportunities for cross-unit collaboration and sharing of information.
  • Special projects as assigned.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Preferred Skills

  • Enthusiasm and a commitment to helping solve housing and homelessness issues and/or interest

in social services in New York broadly.

  • Eagerness to learn, ask questions and solve problems in a fast-paced environment.
  • Flexible and demonstrated ability to take on varied assignments and meet deadlines.
  • Experience with research and policy analysis in a professional setting and an understanding of

implications of policy implementation.

  • Experience with housing policy a plus
  • Experience working with data in community, issue, labor, or political organizing.
  • Ability to effectively present information in verbal, written and visual formats to program

management, program leadership and non-technical audiences.

  • Advanced understanding of Excel, PowerPoint and other Microsoft Suite products.
  • Excellent written and oral communication skills in English.
