Who we are: 

The Compliance & Enforcement Division manages regulatory risks by providing effective compliance approaches in line with the department’s regulatory responsibilities. The division undertakes enforcement functions for the department across all regulatory systems and enforce legislative responsibilities for Biosecurity, Environment and Water. The Office of Water Compliance will implement activities set out by the Inspector-General of Water Compliance.

The Office of Water Compliance supports the Inspector-General of Water Compliance, which is an independent statutory role. The Inspector-General of Water Compliance will aim to improve trust and transparency in implementing the Commonwealth’s Basin water reform agenda, deliver greater consistency and harmonisation of water regulation across the Basin, and strengthen Basin Plan compliance and enforcement.

The Office of Water Compliance currently has offices located in Albury, Mildura, Narromine, Loxton, Goondiwindi and Canberra.

The Job

This job is at the administrative centre of the Office of the Inspector General of Water Compliance. This role is responsible for establishing governance, risk and reporting frameworks in accordance with the legislative and administrative responsibilities of the Office.  As a regulator of regulators, the Office of the IGWC must be exemplary in their operations and set the benchmark for transparency in water compliance operations.   The successful individual will understand best-practice governance systems and processes and be experienced and developing and implementing such frameworks in a practical and efficient manner.

The role requires an individual who is confident in delivering across multiple areas of responsibility, including the ability to create a strong capability framework for the branch in terms of resourcing, funding, skills and capacity. The individual will be able to operate in both high levels of complexity and detail and possess the ability to think strategically. 

The role requires a candidate with a keen eye for identifying, quantifying and mitigating risk by establishing a construct of clear governance and policy processes. Experience interpreting legislative and regulatory instruments and creating operational and practical frameworks to complement and deliver on these responsibilities is a must. 

The successful candidate will be an experienced leader, adept at building a new team including strong culture and high-quality work output.  This role requires an ability to also communicate both internally and possibly externally, as there is a high likelihood that Communications & Media will also be structured under this role into the future.

The successful applicant will undertake work that is very complex or sensitive, operate under broad direction and exercise a considerable degree of independence. The successful individual will utilise networks and knowledge to navigate Departmental administrative and governance processes and will assist in the establishment of these within the Office. 

Engagement in problem solving and issues management will be a key focus, along with the coordination of detailed projects that impact on strategic, political, or operational outcomes for the Office.

Capability

The successful applicant will have some or all of the following skills, knowledge and/or experience:

•            Strong ability to deal with ambiguity, including the skills to undertake a situational / capability needs-analysis and create a plan to deliver on critical governance, risk and management requirements. 

•            Knowledge of the key factors of good governance and best practice relative to a small organisation while increasing operational effectiveness and informing business decisions

•            Experience effectively coping with change, handling risk and uncertainty and making decisions based on evidence and data.

•            Demonstrable experience developing and implementing a strategy, corporate plan and/or implementation program in line with deliverables 

•            Establishment of policies relevant to the Office (and where they differ from the broader Department), including the implementation, monitoring, evaluation and review of such policies.

•            Willingness to champion internal compliance to safeguard organisational integrity while promoting and acting as a ‘sounding board’ on standards of ethical and corporate behaviour

•            Provide strong leadership, direction and management to a team with changing deadlines, including monitoring, reviewing and evaluating team and individual performance providing regular constructive feedback, technical training, guidance and mentoring to ensure employees achieve their full potential.

•            Ability to provide high-level, strategic advice in governance, finance, administration and resource management issues, staff training, business planning and assurance of policies and procedures.

•            Experience driving, managing and coordinating cross-agency collaboration, activities and relationships

•            Strong analytical, critical thinking and problem-solving skills and have experience in linking departmental strategies to operational outcomes.

Knowledge, qualifications, and experience

The successful applicants will have some or all of the following:

•            Relevant law, governance and/or administrative qualifications and senior experience are essential; or the ability to obtain relevant qualification(s).

•            Detailed knowledge or experience of Commonwealth Government governance frameworks, operations, processes and systems, or the demonstrated ability to acquire this knowledge.

•            Superficial knowledge of Basin Plan 2012 and Water Act 2007 and related water management issues, or the demonstrated ability to acquire this knowledge.

•            Experience working within or leading a geographically dispersed and/or regional team will be beneficial.

•            Strong ability to communicate, combined with high level analytical and conceptual skills

•            Substantial experience in regulation, policy, project, program or coordination positions.  

•            Knowledge of relevant legislation and legislative frameworks, such as, the Public Governance, Performance and Accountability Act 2013. 

•            Highly desirable is experience managing communications and media functions and responsibilities.

Eligibility and other requirements

Citizenship – To be eligible for employment with the Department of Agriculture, Water and the Environment you must be an Australian citizen.

Security Clearance – This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level. 

Pre-employment Check – Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation, conflicts of interest declaration and a probation period of 6 months.
